The roots of the Cosumnes Community Services District Fire Department date back to 1893, when the old Elk Grove Fire Department started with a single hose cart and a small group of dedicated volunteers, and 1921, when the all-volunteer Galt Fire Protection District was formed. Today, the two fire departments operate as one, serving growing communities with progressive, modern firefighting practices and equipment.
The Cosumnes CSD Fire Department is the product of two mergers. The first, in 1985, combined the old Elk Grove Fire Department with one of the oldest parks district in the state, the Elk Grove Parks and Recreation District, to become the Elk Grove Community Services District. The second was in 2006, when the CSD merged its fire services with the Galt Fire Protection District and the District became the Cosumnes Community Services District.
Today Cosumnes CSD Fire Department provides fire, rescue and emergency medical services to an area covering more than 157 square miles, including the cities of Elk Grove and Galt, and a population of approximately 160,000. Members of the Cosumnes CSD Fire Department maintain their commitment to protecting the lives, property and environment from fire and other natural and manmade disasters and emergencies in a courteous, timely and effective manner.
The department is divided into two divisions, Operations and Administration & Support Services. These two divisions work in concert to provide leading emergency mitigation and fire prevention services in the region, all under the supervision of Fire Chief Tracey Hansen.
The Operations Division provides leadership and evaluation of assigned emergency personnel; responds to various emergencies dispatched throughout the community including fires, vehicle collisions, hazardous materials spills, medical and public assistance calls; and manages operation-based programs including emergency vehicle and equipment acquisition and management. Deputy Chief John Michelini leads the Operations Division with the assistance of six Battalion Chiefs.
More than 150 sworn personnel work in the Operations Division, which has units devoted to Fire Suppression, Training, and Emergency Medical Services. The division staffs eight engine companies, one ladder truck company, six ambulances, and a command vehicle each day on a 24-hour basis. Additionally, there are eight grass engines and other specialty apparatus, including one heavy foam unit, a Heavy Rescue Engine, a technical rescue trailer, a mass decontamination trailer, a mass casualty incident trailer, and a swift water rescue boat, also staffed using these personnel as seasons and emergency circumstances dictate.
The Fire Department operates a state-of-the-art Training Facility managed by our Training Battalion Chief. The Emergency Medical Services division manages the Department’s EMS program, overseeing the certification, training, evaluation, and continuous quality assurance of the Department’s Paramedics and EMTs. The EMS Division also maintains the Department’s inventory of basic and advanced life support medical supplies and coordinates with other area ambulance providers and the regions hospitals.
The Department’s six ambulances provide Advanced Life Support and Basic Life Support transport and treatment services to patients within the CSD boundaries, as well as the nearby communities of Wilton, Herald, Courtland and Walnut Grove. There are four Elk Grove-based ambulances and two Galt-based ambulances operating around the clock. There are also Paramedics providing Advanced Life Support care on all of the Cosumnes Fire Department engine companies and its truck company. The EMS Battalion Chief also serves as the Department’s Infection Control Officer.
The Department maintains a Special Operations Division, which is responsible for coordinating the Department’s training and response to various types of low- and high-angle rescues, trench and confined space rescue, heavy rescues, acts of terrorism and major disasters, including floods and earthquake. The Special Operations Division also manages the training of personnel and equipment for the water rescue program. It also oversees both the Galt and the Elk Grove Citizens Emergency Response Teams (CERT).
The Department’s Fire Prevention Bureau, headed by Fire Marshal George Apple, provides a range of services, including construction plan reviews and issuance of various types of permits, with the goal of preventing emergencies before they occur by enforcing fire codes throughout the district. The division is also responsible for fire investigation services and has arson investigators specifically trained for that purpose. In addition to these important services, a full-time public education officer is on staff with the responsibility of educating the district’s residents about fire safety and prevention. Most notably, this task is accomplished through a program of station tours and firefighter visits to schools and businesses. Other programs include car seat installation lessons, the life jacket loan program, and presentations to community groups of any size on the importance of fire safety and injury prevention.
